After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

China has become the world´s automobile manufacturing country, in the process to be the auto power we also need to transport a large number of colleges and universities innovative talents. The topic of “capability as the core, emphasize on base, enhance capabilities, expand the quality” is education philosophy as a guide to enhance students´ sense of innovation, creativity and innovation as the goal, according to industry professionals need to explore innovative training model, research results can serve as a model for cultivation of innovative talents of national university of vehicle engineering.
