After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Combining the college-running practice, this paper has explored the base, the connotation and the implementation of the construction of undergraduate application-oriented talent training objectives of independent colleges. Firstly, the necessity and reality of the application-oriented talent training objectives has been analyzed in both theoretical and practical levels. Secondly, the paper has introduced the basic content of application-oriented talent training objectives of Independent Colleges-“Refined Profession and Strengthened Practice”, and its requirements in terms of knowledge, ability and quality. Thirdly, the operational cultivating measures have been put forward.
