Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

As an important part of realizing higher education popularization, all sectors of society attach great importance to the development of independent colleges. From its creation and development, this paper gives depth analysis on the dominant, gray and implicit characteristics of the independent College, indicates the development trends of independent colleges and presents its developing measures in the future.
