Preface

This IEEE volume contains the papers that were carefully selected for publication in the proceedings and oral presentations at the conference. RIVF 2013 continued to maintain its high technical quality through the rigorous reviewing process of its international program committee. This year we received 121 papers valid for the review process from 19 countries, submitted to seven specialised tracks of the conference. Over four fifths of submissions were evaluated by three or four reviewers, followed by discussions with the track chairs. Finally, the program chairs had an overall review of the recommendations by the track chairs, and decided to accept 46 long papers and 10 short papers, resulting in the acceptance rates of 38% and 8% for the two types of papers, respectively. The conference program also included a poster session for authors to present their on-going work. Preceding the technical program was one day of tutorials and workshops.
