Abstract :
The study identified the agencies/offices involved in the propagation of EMS in the Province of Tarlac. The RHUs were assessed in terms of their 3G connectivity, health budget and support from the local chief executive. Based on the gathered data four RHUs were selected as pilots for the implementation of EMS in the Province of Tarlac. The population of the study were the 36 RHUs in the Province of Tarlac. The entire population was used in this study to identify the best possible candidates for the pilot testing of the EMS in the Province of Tarlac. Based on the criteria set-forth in selecting pilot RHUs for the project the following were the short list of possible pilot RHUs: Anao (RHU 1), Camiling (RHU 1 and RHU 2), Gerona (RHU 1 and RHU 2), Moncada (RHU 1 and RHU 2), Paniqui (RHU 1 and RHU 2), San Clemente (RHU 1), Santa Ignacia (RHU 1), and Victoria (RHU 1 and RHU 2). Due to limited budget for the implementation of the project only four RHUs were selected as pilots. Based on a thorough review of the short list of possible pilots for the Philippine Wireless Reach Partnership Program the four selected pilot RHUs were Gerona RHU-1, Moncada RHU-1, Paniqui RHU-1 and Victoria RHU-1.
