Abstract
Necessary and sufficient conditions are presented for linear time invariant systems described by a transfer function in series with an unknown delay. Extension for interval plants is also presented. The approach is the value set, and a characterization of the value set with delay in an interval is presented which allow us to calculate a robust margin against delay
