Abstract
This paper outlines a study that was undertaken recently in County Kildare, Ireland where the cost of energy is impacting negatively on industrial competiveness. Further concerns exist regarding the high level of green house gas emissions. Based on geographical "clusters" with energy cooperation a phased development roadmap has been developed. This includes implementing passive energy efficiency; implementing active energy efficiency; networking active efficiency management systems to enable demand response; integrating alternative energies. Based on preliminary data considerable energy and emissions savings can be achieved.
