Abstract
The paper uses grey system theory and fuzzy mathematics to improve the construction model of membership function in traditional variable weight grey cluster. The new model extends the function of taking value interval, and ensures the result more accuracy and complete. Then we give a success degree evaluation index system and standard value for each index. Last we use improved variable weight grey cluster to evaluate the success degree of electric power engineering projects, and can get a result conforming to reality. The example proved the method is practical.
