Abstract
The new vector quantization methods are presented for high efficiency coding and transmission of color images. In order to encode three color components Y, C1, C2in individual or combined form effectively, techniques are developed which resulted in vector quantizer using only three factors ; mean, deviation and normalized vector. Individual component VQ is studied expanding to dynamic multi-stage VQ for motion color picture transmission at lower bit rates. Another component VQ can encode high resolution color images sufficient at 1.0 bit/color pixel. The color video codec using dynamic multi-stage VQ can be presented which transmits color motion pictures at the rate of 4-8 frames per second at 64 kbit/s.
