Abstract :
The global economic crisis in 1998 affected the majority of business in Indonesia, including the electricity business. All of a sudden the electrical network development as well as new employee recruitment was suspended (zero growth) and the electricity peak load was considerably reduced. In time, the economic condition recovered and eventually since 2004 the electrical energy demand significantly increased. Ironically, such huge demand increase inflicted both technical and non-technical problems in maintaining the reliability of electrical energy delivery. Hence, the high voltage asset failure rate increases as well. Apparently the global economic crisis has left behind aged installations and a generation gap which implies loss of expertise and knowledge in maintaining reliability, i.e. design engineering, construction and testing & commissioning. In order to maintain the electricity reliability yet economical sound, the management of Jawa Bali transmission grid (PLN P3BJB) decided to optimize the performance of the existing installations as well as increase the delivery capability by installing new installations. It is pronounced that the technical problems relates to the asset life cycle. As a consequence improvement should be conducted since the asset procurement phase up to the asset disposal phases. Power failure investigation is implemented as its results becoming the base of the improvement. Consultants and experts, such as KEMA, KSANDR and AMCL are involved in the improvement processes. This paper will discuss the portrait of the recent condition of power delivery in transmission system level, technical cases faced by P3B Jawa Bali as the responsible PLN unit and the strategies to overcome the problems and improve the asset management system.
