Abstract :
Describes an application of hierarchical holographic modeling (HHM) to risk identification in a process for the acquisition of a large-scale data retrieval and management system. The HHM provided an efficient means to examine the scope and depth of the analysts´ and the program managers´ understanding, and gaps in understanding, of risk issues in the database acquisition. Statistical analysis building on the HHM added insight to information collected from interviews and program documents
