Abstract :
In this paper, the phenomenon of the optimal acceptance of new calls in cellular networks is formulated as an admission control problem in interconnected queues with more than one controllable arrival stream. Using the inductive approach of dynamic programming it is shown that the optimal admission policy in each cell is of threshold type, with the threshold being a function of the number of calls in progress, average new call arrival rates, handoff rates and service rates in each cell. The above result is proved under a certain condition on the relationship between average new call arrival rate and handoff rate. This condition is expected to be satisfied by current cellular networks as well as future PCNs
