Abstract :
The reason for issue in the management of crossborder river Water Resources, which In the final analysis is distribution of benefits and costs in the management of the Water Resources. When the distribution of benefits and costsharing is not balanced, The various basins countries will adopt a different strategy starting from their own interests, then water resource management cooperation will not be able to carry out. We took Nu River - salWenjiang for an example, and analyzed distribution of economic benefits and environmental cost allocation, then pointed out that the constraints of water resources management cooperation, finally built a cooperative game model.
