Abstract :
Rate control algorithm has great impact on the quality of video transcoder. This paper proposed a new rate control method which is based on the Discrete Cosine Transform (DCT) coefficients distributing model. This algorithm can get better performance than traditional video buffering verifier (VBV) based rate control methods.
