Abstract :
The main content studied in this paper is the locating suitability analysis of urban fixed shelter based on the ordered weighted averaging (OWA) method of GIS multiple-criteria evaluation.Use the center of a coastal city as an example, through collecting and processing related images, calculating the factor weights coefficients and the order weights coefficients, finally confirm the locating suitability image of the urban fixed shelters via OWA method, and the screening work of fixed shelters has been done according to the theoretical basis above.
