Abstract :
The article interprets the concept of public participation comprehensively and explores the inadaptability reasons of Chinese-style public participation through analyzing its subject and unit. Finally the article comes to a conclusion that community organization, trade association and intermediary organization are the basic units of public participation in city plan.
