Abstract
Castilla y Leon is the widest region in Europe. Population density is low and, until now the economy was based on a noncompetitive agriculture. Advanced telecommunications systems, taking advantage of the warm weather and clear skies of the region, could be a key factor in the arena of a common European market. At present, in our region, political and economical foundations are being established. A proposal for a fiber in the loop (FITL) network in Castilla y Leon easily upgradable to broadband services, is presented, which could lead to a public broadband network for testing the envisaged Information Society in our region
