Abstract
A new necessary and sufficient condition for the asymptotic stability of a linear time varying system is presented. The condition involves the tests for sign definiteness of a certain matrix and a scalar function and leads to an existence tests for functions satisfying differential inequalities. By restricting the class of allowable functions, nice sufficient conditions for stability are obtained.
