Abstract :
This paper focuses on Pingtung´s ´Raise Water, Grow Electricity´ plan. Through this case study to better understand how the local government, business and local people can work together to propose a solution to turn a highly populated disaster area into a land conservation space without hindering the developmental needs. Local participation is a vital step for the success of the plan. By introducing the new ´technical actant´ to create translation of land and space and raise new alternative income source. This plan not just fulfilled the ethics of the government being a government, but also carried out the legitimacy of policies. The translated space will have more influence, bring in more actors and energy, and ultimately undertake better and greater actor network.
