Abstract
This paper suggests a design method for complex systems to achieve the desired performance. This method is one of the techniques in support of new product development in early phase, which is being effectively used in the design of aircraft control systems to gain the expected performance in frequency or time domain. Some research results on decision-making in complex systems by combining the simulation and decision-making technique are presented
