  • Abstract
This paper points out the necessity of developing “creative decision stimulation systems (CDSS)”, and proposes that (1) the fundamental difference between creative decision making (CDM) and creative problem solving (CPS) is that CDM is based on finding and realizing the opportunities while CPS is based on recognizing and improving the problem situations; (2) a great difference among DSS, ES and CDSS is that DSS and ES try to replace or decrease the user´s thinking to some extent, while CDSS aim to stimulate and increase the DM´s creative thinking, and DSS and ES are used for dealing with the user´s present situations, while CDSS are systems helping the DM face the future. This paper suggests that the conceptual tools can make it practical for the DM to qualify his creative thinking
