Abstract
The analogy of stochastic behaviour of electrons placed near infinitely thin magnetic dipole with fractal behaviour of electrical (lightning) discharge which occurred near a water surface is considered in this paper. Some results of the theoretical and experimental research of the radiation appearance in models with water and air mediums are discussed. Several photos of plasmas discharge in water medium and near interface of water and air in an experimental model are given.
