Abstract
As the basic component of local government system, the administrative division system has to be changed to realize the national strategy of urban-rural integration. This paper analyzes how the national strategy of urban-rural integration has been formed, reviews the system innovation designed and practiced by the central government, analyzes the relationship between the administrative division system and the urban-rural relationship, and reveals the significance and mission of administrative system reform in forming the new pattern of urban-rural integration.
