Abstract :
The UE Directive 92/1996 established the main conditions for launching the liberalization process in energy field and its possible consequences. The measures proposed by the European Commission seek to create a single European wholesale electricity market by 2005, project of which would benefit not only industrial consumers but also households. The Directive lays down a set of measures designed to guarantee transparency of prices, quality of public service, security of supply and equal access. The establishing, the implementing and the developing of an European wholesale electricity market is a complex process, on a medium and long term, and it should be based on an unitary approach regarding the implementation of the competition and the associated involvements related to the safety and reliable operation of the power systems and the quality of the delivered electric energy. It is generally accepted that wholesale markets should encourage short-term efficiency - in terms of scheduling and dispatch decisions, long-term efficiency - in terms of investment decisions, security of supply and robust competition to ensure consumers are protected. The Systems will gain economic benefits if operations are driven by regional power demands and location price signals instead of individual system requirements.
