Abstract
The creation of a process-oriented development model at the Aerospace Division of RJO Enterprises Inc. is discussed. Early versions of the model identified several points where information flow often broke down, resulting in schedule slippage and extra cost. It is noted that the process-oriented model is proving valuable as a planning and risk mitigation tool, as a training aid, and as a basis for estimating future programs. The model can be tailored up or down (by adding or deleting tasks) as required and is expected to form the basis for a fully qualified quality program meeting the requirements of MIL-Q-9858A
