  • Abstract
    In contemporary society, information resources circulate among communities that have different values and public entities that do not belong to any particular community. Members are bound by agreements based on confidence, the exchange of resources, and financial settlements. Appropriate values for information resources and services need to be evaluated before these values and information resources are exchanged to circulate the information resources more smoothly. The local currency is suitable for financial settlement among members of a community. As previous studies treated values as a criterion, just circulating resources in the communities is insufficient for evaluating various values. A value exchange system with agents has been developed to more smoothly offer information resources and the services. A value vector was also created to reflect various values. Next, a method was developed for converting parts of vectors into securities to be circulated among the community. Furthermore, an information capsule is introduced to exchange services and local currencies.
