Abstract :
This paper presents the procedure to obtain the construction permit for new renewable energy capacity in Kosovo. Since the NATO (North Atlantic Treaty Organization) intervention in 1999 the Kosovo have been administrated by the United Nations under Security Council Resolution 1244 (United Nation Interim Administration Mission in Kosovo-UNMIK). Kosovo in the beginning of 2008 has declared independency but still is not member of European Union either member of United Nations, but is signatory of South East Energy Community Treaty (SEECT). Kosovo has adopted the energy laws in fully compliance with European directives in electricity. Since the Kosovo is in the phase of adoption the comprehensive legislative framework for renewable, the aim of the paper is to propose the procedure for construction permit for new renewable energy sources with a view to reduce regulatory and non-regulatory barriers, streamlining and expediting procedure at administrative level, ensuring that the process should be objective, transparent and non-discriminatory.
