According to the power quality management requirements of electric railway in centralized access areas, this paper proposes an open-type power quality monitoring system development scheme, and forms an integrated three-layer network structure monitoring system based on the main station, sub-station and stations. The text establishes models of power quality monitoring equipments based on IEC61850, resolves the problem of data compatibility from the device level so as to realize system openness; besides, fuzzy comprehensive evaluation is applied to carry out quantitative assessment of power quality level in monitoring sites, and macro grasps the power quality fundamentals of electric railway in centralized access areas. The system has achieved power quality real-time monitoring and analysis in 21 electric railway power supply substations of Jiangxi Province, the design and application experience can supply a reference for other types of regional power quality monitoring systems.
