Abstract
In this paper the design of power system stabilizers for small-signal stability using phasor measurements is considered. An approach based on optimal control with structural constraints is proposed to design a two-level hierarchical control to improve the power system performance. The control scheme is discussed and eigenanalysis and time-domain simulations for a Brazilian equivalent test system are performed to assess the performance of the design. The effect of time delays, the robustness to loss of communication links and to topological changes are included in this analysis.
