Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

As for capacitance type equipment, its dielectric loss factor test is influenced by the change of voltage on its ends when it was somewhat ageing, so when it is monitored, not only need consider the electromagnetic interference outside, but also take into account of the load change. Different from general electric power system, traction´s load of traction power system often change a lot which leads to the large float of the end voltage of the transformer´s casing, which seriously influence the measure of the factor. The purpose of this paper is to introduce a method to improve the measure method and algorithm to reduce the influence from the vary load.
