This study collecting the monitoring data for surface water quality and economic development data of Tianjin, and analyzed the water quality according to national water environmental quality standards between 1998 and 2008, it is found that Hai River and other main rivers were polluted badly except Yuqiao Reservior which is only drinking source water body. In the past two decade, economy of Tianjin has increased nearly 24.5 times, the gross domestic product rose from 25.96 billion Yuan to 635.43 billion Yuan. Industrial production has more rapid growth and accounted for more than 60% of total production in 2008. High & new technology industry production increased from 46.25 billion Yuan to 344.43 billion Yuan. Contrary to the rapid increase of total industrial production, the total amount of industry water used has a slow increase. COD discharge decreased from 55355 tons to 27838 tons. With the rapid economy development, the amount of water usage also has a quickly growth, on the other hand, the volume of fresh water consumption, COD discharge and waste water discharged has a remarkable decrease.
