Comparison and Enlightenment of e-Commerce Policies among Shenzhen, Hangzhou and Suzhou in China

Applying Rothwell and Zegveld´s technology innovation policy instrument, e-commerce industrial policies among the three cities of Hangzhou, Shenzhen and Suzhou were compared from three facets of environment, supply and demand firstly. Then some policy enlightenments for cities to develop e-commerce were proposed. They are as follows: (1)Strengthen the electronic commerce planning, guiding, and supporting policy formulation and implementation tailored to local conditions; (2)Promote e-commerce industry cluster, improving e-commerce industry chain, to create a suitable e-business innovation environment powered by the construction of e-commerce industrial park; (3)Select the third-party e-commerce platform construction as the starting point to strengthen the linkage with the existing industrial clusters, and promote e-commerce application;(4)Pay attention to training and introduction of e-commerce talents.
