Abstract :
When an emergency breaks out, quick and effective command-assignment is the important means for minimize the losses. To achieve quick and effective command-assignment, we generally depend on relevant policy documents, such as emergency plans, laws and regulations. There are many kinds of emergencies, and their related policy documents are miscellaneous, so when several emergencies take place at the same time, it is necessary for us to have a certain method to manage these related documents. According to the knowledge requirements toward whole emergency documents on macro-levels, the systematic structures of emergency policy documents are studied; and then the relationship between emergency plans and laws is analyzed; at last a management method for emergency plans, laws and regulations is proposed in this paper, and it can help decision-makers obtain the necessary policy documents related to the current emergencies.
