  • Abstract
    The damage of flood has nature of outburst. When the damage happens, doing rescue and relief work is the most important responsibility of government on all levels. Based on the developing of the electronic emergency command system with efficient and high-speed responding capability, the principle of flood control and fight, organization of nation flood control and fight command system and position of all department and responsibility were introduced; the function requirement of preventing and preventing alarm, responding emergency, reporting and dealing of information, command and movement, release of information and communication, establishing of resource data base in flood control and fight emergency system were emphatically analyzed; the structure of system in flood control and fight emergency system was designed; the manner of information encryption transmission in emergency system was explored; the system model and encryption algorithm of information transmission was given in detail. Obtain a satisfaction effect during the application of the system.
