Abstract
Since the 1980s, Chinese water environment has got worse and worse, and water pollution extended from local pollution to total watershed pollution. From the Ninth Five-Year Plan, the government recognized the seriousness of water pollution, and put the core of the prevention and cure of water pollution in Three Rivers and Three Lakes, e.i. Huaihe River, Haihe River, Liaohe River, Taihu Lake, Chaohu Lake, and Dianchi Lake, which made their steep deterioration trend of water environment slowed. However, the gross pollution loading still far exceeds the capacity of water environment, and status quo of water quality had a long distance to the requirement of economic development and the construction of resource-saving and environment-friendly society. Based on analyzing the status quo of water environment and the problem in water pollution prevention in China, we recommend several solutions to promote pollution prevention and cure of water environment, such as upgrading the industrial structure, strengthen the control of pollutant source, perfecting relevant laws and regulations, improving the water environment monitoring system and assessment mechanism, expanding invest channel, innovating trans-jurisdictional cooperation pattern, increasing the opportunity of public participation et al.
