Abstract :
Evaluation of bilingual education in higher education institute is an important part for the quality control as well as the improvement of bilingual education. Two major aspects of teaching and student were selected as the criteria of the evaluation system. Teacher influences the quality of the education delivered, the effectiveness of the programs and course activities offered, and the learning efficiency of the delivery processes. Student is the major part of the teaching process. Four sub-criteria of age, academic title (AT), education (EDU), years of teaching (YT), and English proficiency (EP) were used for the evaluation of teacher and four factors of percent of CET4 (P4), percent of CET6 (P6), attitude towards study (ATS), and professional background (BG) were selected for student. The evaluation system was developed based on an analytical hierarchy process (AHP) algorithm. Expert choice software was used for data analysis. The evaluation system developed in this study could aid in the effectiveness evaluation of bilingual teaching to further identify the pros and cons for each certain case.
