Abstract :
The rural policies of the Chinese government now have focused on how to promote the development by comparing agricultural development strategies of different regions. In this paper we first clarified the superiority of grey evaluation methods in analyzing economic issues by comparing the grey system evaluation and the clustering method. Then, we used the grey system evaluation to compare and analyze nine agricultural products and the overall agricultural development in different regions. The results showed that the followed provinces had the comparative advantages rice production: Jiangsu, Anhui, Hubei, Hunan, Jiangxi, Guangdong, Guangxi, Shanghai, Sichuan and Heilongjiang. Meanwhile, China´s 31 provinces (include municipalities and autonomous regions) were divided into three types of regions: high-level, middle-level and low-level, which are not the same as the three types of regions: eastern, central and western under the existing government policies.
