Abstract :
The design and optimization of smaller, user-dedicated satellite system concepts for tactical applications, based on life-cycle cost and on-orbit capability, are discussed. The elements considered include the space segment (satellite throughput, survivability, on-orbit lifetime, and launch concept), the ground terminal compatibility, and on-orbit operations concepts. System requirements, orbit selection, satellite payload configuration, launch strategy, replenishment, and responsiveness considerations for military communication satellites are considered. Optimization of the system design to minimize cost per on-orbit spacecraft year is discussed
