Abstract :
NASA and Boeing the prime contractor of the International Space Station Alpha (ISSA) program are using an integrated product team (IPTs) structure for the organization of the Space Station Program Office. The ISSA program office is also using technical performance measure (TPM) procedures consistent with MIL-STD-499A. This paper describes: the ISSA TPM plan and its implementation; the adaptation of TPMs to the team concept and empowerment approaches of the AIT and IPT organization philosophy; TPM reporting priority: Program Health Measures that are important at each level, from top level management teams to the individual AITs and IPTs; TPM coverage of reserves and margins; and TPM coverage of parameters which are and are not currently meeting program requirements, limits and goals.
