Abstract
The satellite planning decision support system (SPDSS), a rule-based software program that assists US Naval Space Command in developing repositioning options for the fleet communications satellite (FLTSAT) and leased communication satellite (LEASAT) systems, is described. SPDSS generates contingency positioning plans in response to single or multiple real-world satellite problems, while examining the impact on area coverage, connectivity, and throughput. In addition, the software evaluates user-designed constellations for effect on communications coverage and creates a list of operational advantages and disadvantages associated with each proposed constellation
