Abstract :
Talent cultivation is the precondition for competition and development in a knowledge society. As an important means of talent cultivation, Web-based network teaching or distance education not only has brought us an opportunity but also has raised a challenge to us. It is a vital issue related to cultural quality of the population as well as the development of the society that how we educators can cultivate more and more high quality talents for the society. This paper discusses relation of Web-based education technology and traditional education and applications of the Web-based education technology for the basic education in rural areas, intends to put forward some problems and advices.
