Abstract
The Web is rapidly becoming a fundamental means of communication and service for all of us. Ensuring our Web pages and applications work for all people interested in them, including persons with handicaps, is an important goal. This goal can be achieved by careful attention to standards and by understanding that the Web and the software used to access it consist of a series of interoperating layers. Active work is underway in many areas to clearly define the standards, the layers, and the methods of interaction among them.
