Abstract
Methods for measurements of EMF exposure due to GSM base stations are presented. These methods rely on recommendations and standards, and must satisfy a given legal framework stating certain limits. The consequences to measuring methods due to low legal limits (below the ones recommended by ICNIRP) are discussed using the example of the Swiss installation limit values. Problems arising form requiring worst case concepts when implementing low legal limits, are pointed out. Finally, the importance of coordinating measurement and calculation methods is put forth
