Abstract :
This paper indicates the immanent conflict between the way of watershed management and prevention of sudden Water Pollution Accidents in our country. For this reason, a new concept "Trans-boundary Sudden Water Pollution Accidents" has been proposed, and on the base of its characteristics, forecasting mechanism has been researched. On the base of PSR model, we choose 9 forecasting indexes at last, and establish the forecasting index system for trans-boundary sudden water pollution accidents.
