  • Abstract
    Software development for the ground-based surveillance and tracking system (GSTS) is described. The overall objectives of the GSTS demonstration/validation (DEM/VAL) program is to reduce technical and cost risks associated with a decision to enter the full-scale development (FSD) phase. Some of the techniques to reduce risk in this program include modern software engineering practices, automated environments, software reuse, fast evolutionary prototyping, rational tailoring of military standards, and software personnel involved early in the system-requirements specifications. The application of these techniques for risk mitigation is described. Optimal application of the various techniques is not always feasible because of a number of legal/contractual, experiential, schedule, programmatic, and resource constraints. Satisfactory decisions or factors considered in selecting alternative approaches are elaborated
