After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This article analysis the observability question from the localization principle and position error. Based on this, has discussed the question of the multi-baseline phase interferometer direction finding and the phase difference, and proposed an improved fast solution fuzzy algorithm. The simulation result indicated that this algorithm increased the localization tracking accuracy effectively.
