The model of water-saving evaluation index system frame is structured by analyzing the water processes in the industrial enterprises in this study. Then 76 items of water conservation evaluation indicators are screened by utilizing the frequency analysis method combined with the Delphi method on the basis of the frame model. Furthermore, the complete water conservation evaluation index system of industrial enterprises is established through weighting the indexes by applying the Analytical Hierarchy Process.
