Abstract :
Under the influence of interest groups, the decision-making process on intellectual property protection policy tends to be complicated, which also led to increasing intellectual property trade friction. On basis of protection for sale model, the paper analyzed the intellectual property policy-making process from perspective of political economy. The study concluded that: intellectual property protection policy was decided by game among the government, the interest groups and the public. As different conditions of the political organizations of various industries, the protection rate of intellectual property industry are also different, this will cause the international trade friction on intellectual property.
