Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.
The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org.
China´s Gini Coefficient is between 0.45 and 0.5 which is far above the world alert line 0.4. According to the current social climate, both the central and local governments have listed reforming the income distribution institution and narrowing the income gap on the top of their work agenda. There are two effect ways to decrease the income gap and enhance the poor´s ability of getting rich: Supports the needy and expands social capital.
