Abstract
An IR clutter model is based on a fractional Brownian motion model. It is used for prediction of probability of detection for targets in FLIR. The new model is compared with one based on Markovian random fields, and for analysis of its appropriateness based on actual data, an engineering model is built which describes the human observer as a very sophisticated automatic target recognizer
